Visit the Disney Guest Services FAQ. They give you the address to mail your request.
Offer Availability:
Disney does not mention any restrictions on mailing the photo. I suspect that it is at least available in the US and Canada. I don't know if they will honor requests from other countries or not. If someone from another part of the World tries this and gets their autographed photo, let me know and I'll update this information.
What is the likelihood the free Disney photo will arrive?:
I'm pretty sure those in the US who request the photo will get it as long as they have the information posted. I suspect the same will be true for Canada, but for other countries the chances are unknown at this point.
What are the risks in requesting the Disney character photo?:
The primary risk is that you could spend the effort to write and the postage and not receive the photo.
